Introduction

Teton County Board of Commissioners (BoCC) invites proposals for the facilitation of a one day Strategic Retreat between the BoCC and the departments they supervise. The BoCC provides oversight for the Building, GIS/Community Projects, Information Technology/Emergency Management, Planning and Zoning, Probation, and Public Works Departments. The BoCC wants to align its goals for Teton County, and the organization in conjunction with Departmental input and the Teton County Comprehensive Plan. 

 

Expected Outcome

We anticipate one full day of meeting facilitation with the necessary pre-meeting preparation to include review of pertinent documents (vision, mission, values, Comprehensive Plan, commissioner targets, etc.) and interviews with department leaders. The facilitator will be expected to keep notes for preparation of the Action Plan. We will also ask the facilitator to attend a follow-up meeting of approximately one hour to present the planning results, a draft Action Plan, to the County Commission during a formal public Commission meeting.  

 

In the past the County’s commissioner action planning has not had the full benefit of Department Head input. Although these staff members have been consulted, they were not in the room for development of the Action Plan to provide both their own ideas and perspectives, but also their sense of what is feasible given capacity limitations. In this planning exercise we want greater participation by the leaders to implement goals. We seek an objective facilitator who can lead the planning process to ensure that all voices are heard. We desire meeting outcomes that fully consider ideas from the entire group and a set of Action Plan objectives that are attainable within the allotted time-period plus some aspirational goals that might take longer term engagement. This effort will require narrowing the group wish lists down to attainable goals/objectives with a clear articulation of scope and scale for each based upon group capacity. It is also our hope that by setting objectives/goals with engagement of this full leadership group that we can gain greater collaboration across departments. 

 

Background Information

Our Strategic Plan

The Teton County Comprehensive Plan represents our long-range Strategic Plan. Finalized in 2012, this plan encompasses issues relevant to today. It was derived through extensive community outreach and engagement. It included deep dives into analysis of resource gaps by committees assigned to each area of interest and developed long-term goals (which are attached) along with sub-goals and strategies. In recent meetings the current Teton County Commission added two additional overarching goals: one for Diversity, Equity and Inclusiveness, and one for County Staff Development and Support. 

 

Mission, Vision and Values 

In the past year the County engaged with a Human Resource consulting firm to engage employees in articulation of our Teton County staff culture. A broadly representative employee group developed Mission, Vision, and Values Statements as well as guidelines for employee recruitment and retention. 

 

Our Planning Group 

Our group will consist of the three current County Commissioners, all of whom have been elected for multiple terms, the County Clerk, and Department Heads from the 7 following departments: Public Works, Planning and Zoning, Building, Information Technology/Emergency Services, Probation, County Manager and GIS. All group members have worked with one another for at least a year and generally longer. The group works well together, but all members will be willing to speak up for their perspectives and goals. We will want facilitation to ensure that all voices are heard, and all ideas considered.  





Submission Procedure Due Nov 20, 2023

Proposals conforming to the requirements set out below must be received by the Teton County Board of County Commissioners, at 150 Courthouse Dr., Driggs, ID 83422, by US mail, courier or email to dreyes@co.teton.id.us (County Manager).  All submittals must be received in hard copy or electronic copy.  All electronic submissions must be submitted as PDF documents.  BOCC reserves the right to waive irregularities and to reject any or all bids.  BOCC also reserves the right to negotiate with the selected bidder in the event that the price exceeds available funds.  BOCC reserves the right to consider bids not prepared and/or not submitted in accordance with the provisions hereof and may waive any informalities or reject any and all bids.  Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof.  . 

 

Proposal Contents

Proposals should include the following:

  • Full name of Individual and/or firm seeking the contract award;
  • The name of  the person in your firm who would be the official contact person for any contractual relationship;
  • Name, address, and telephone numbers of all known persons who may be assigned work;
  • At least  five(5) years Strategic Planning Experience, including dates, names, etc. (please include resumes and education experience)
  • Examples of past projects that reflect the ability to perform the scope of work.
  • List of and known conflicts of interests and anticipated timeline to cure such;
  • Complete Bid; and
  • Written description and explanation of completed Bid (if necessary).
  • Availability, the Board would like to have this meeting towards the end of December/ beginning of January. 

Modification of Bids

Bids already submitted will be allowed if submitted in writing. Modifications shall not reveal the total amount of either the original or any previously revised bids.

Opening, Evaluation, and Contracting

Proposals may be opened by BOCC at any time.  All proposals satisfying the requirements will be evaluated to establish which best fulfills the needs of BOCC.  BOCC anticipates entering into a contract with those selected.  BOCC has no obligation to award a contract, pay any costs of any kind, or to contract for services offered. BOCC reserves the right to accept or reject any or all proposals received, to negotiate with all qualified offers, or to cancel this Request for Proposals if it is in the best interests of BOCC to do so.  The decisions of BOCC shall be final.
